To create Quote from the backend, simply create new order by picking customer and make selection of products and rather than submitting it, click an Email Quote button to send cart to your customers via Email.

Apart from normal products, admin can also set a custom prices for products and apply coupon code directly from the backend if he or she wants to offer a discount to their customers from the backend.
